Privacy laws vs. protecting public?

If you know someone has an incurable contagious virus/disease, they know they have it, and they have a history of not disclosing this to others, would it violate any privacy laws/be illegal to post this person's name, personal info (address and phone number) and the disease on a website or post it publicly in the community? (The virus is not HIV; it's also not Hepatitis C.)
